Departments of Chamber

1) General Secretariat
Duties and Authorities
• Draws up and manages the administrative and bureaucratic operations and internal works of the Chamber.
• Draws up the documents to be provided by the Chambers and ensures the collection of information that will form the basis for drawing up such documents.
• Makes preparation for the agenda of organ meetings, ensures timely delivery of the meeting invitations and the agenda to the members, draws up minutes of the meetings, keeps decision summaries, keeps the list of attendees and attendance sheets for the organ meetings and maintains the decision summaries and the records by electronic equipment for the meetings.
• Participates in the assembly and board meetings on the condition of not voting.
• Follows up and finalizes the decisions made by the organs and ensures timely implementation of the decisions.
• Advises the board of directors about hiring, promoting, rewarding, punishing, and laying off Chamber staff.
• Supervises the works of the Chamber staff and gives orders and instructions to the staff as necessary • Provides their direct expenditure for the approval of the board and informs the board about weekly expenditure.
• Provides monthly balance and transfer requests, preparatory budget, income statement, trial balance and final account to the board of directors.
• Ensures that records of the inventory and office supply are drawn up and kept, and maintains archive materials.
• Manages publications-related works.
• Prepares the draft Chamber internal directive and presents it to the board of directors.
• Makes preparations as necessary for the drafting of the annual report about the yearly activity of the Chamber and the economic and industrial status of its region, which will be prepared by the board to be presented to the assembly.
• Performs actions related to keeping, updating and erasing member records in accordance with the legislation and relevant organ decisions.
• Uses the authorities assigned by the board of directors.
• Performs the duties given by the assembly, the board of directors, and the chairman within the framework of the legislation as well as the duties assigned by this Regulation and other legislation.
• Secretary general is authorized to sign in issues regarding the implementation of the decisions made by the Chamber organs in communications with official authorities or natural and legal persons which do not impose any obligation on the Chamber.
• Secretary General is the disciplinary and registry supervisor of the Chamber staff.
• Secretary General can delegate to his assistants/procuration unit a part of his duties and authorities, including the authority to spend by a board decision, to be re-established in the first month of every financial year.
• During the period when the secretary general is on duty or on leave, one of the assistants, and in the absence of his assistants one of the unit chiefs will act as the deputy of the secretary general with the approval of the chairman of the board of directors.
• In the case that the secretariat general seat becomes vacant for whatever reason, the deputy secretary general, and in his absence, one of the Chamber staff vested with the qualifications to perform this duty will be appointed as the deputy with the board’s decision until a new one is assigned. However, the duration of the procuration shall not exceed six months.
• In the branches, the duties of the secretary general is performed by the branch manager assigned by the board of directors of the affiliated Chamber upon the request of the branch board of directors. Branch manager has the authorities of the secretary general in the performance of these duties.

2 ) Registry of Commerce
Duties and Authorities
• Registration - Makes a registry of the submissions in accordance with the Turkish Commercial Code (TCC).
• Amendment – Makes amendments in the records of natural and legal persons in accordance with law.
• Cancellation – Performs the procedures for business entities, related to the cancellation of their commercial activities.
• Accrual – Keeps fee receipts of business entities in Registration, Amendment and Cancellation procedures.
• Official Correspondence - Keeps up official correspondence with and replies to all public institutions and organizations.
• Review and Approval - Reviews and approves the submissions in accordance with law.
• File Archival - Archives the procedures and maintains them in files.
• Approves Social Security Institution (SSI) forms of persons and corporations, reviews the information detailing corporate partnership status and approves their accuracy.
• Draws up necessary documents (Authorization Certificate, Property Ownership Certificate, Bankruptcy and Bankrupt’s Certificate, Certificate of Trade Registry, Trade Registry Gazette) upon the request of Corporations, Persons and Cooperatives.
• Checks the works of the Trade Registry Staff and accuracy of the above-mentioned procedures and approves them.
• Responsible for the implementation and approval of all Trade registry procedures.
• Responsible for working on the basis of team spirit with colleagues.
• Responsible for the implementation of the legislation related to the respective department.
• The registry of commerce acts in accordance with Paragraph 6 of Article 7 of the Trade Registry Regulation.

3) Member Registry
Duties and Authorities
• Provides the documentation of mutual information exchange with the institutions for the Chamber.
• Performs routine procedures of the members in the documentation service (SSI, Documents etc.).
• Follows up and identifies natural and legal persons required to register in the Chamber according to the legislation. Carries out registration procedures for them.
• Completes preparations for the classification and rating of the members. Performs necessary actions according to the decisions made by the Board of Directors on this subject.
• Draws up and keeps the registry files of the members. Keeps their registry books. Follows up and identifies changes in the statuses of the members and takes necessary actions.
• Sorts the titles of the members alphabetically and by their occupational groups.
• Prepares documents based on the trade registry including certificate of activity, copy of the registry record, tender status document, domestic tenderer certificate, a certificate proving no disqualification from professional activity, etc.
• Identifies members requiring cancellation of their registration and debts,
• Makes necessary preparation works that will ensure smooth running of election procedures during the election period of Professional Committees.
• Prepares the forms requested by members due to their relations with SSI in accordance with the trade registry.
• Keeps up official correspondence with and replies to all public institutions and organizations.
• Archives the procedures and maintains them in files
• Performs the other tasks to be assigned by the Secretariat General.
• Responsible for determining price (current market value).
• Helps colleagues when needed.
• Responsible for working on the basis of team spirit with colleagues.
• Presents report upon request of the Board of Directors.
• Responsible for the implementation of the legislation related to the respective department.

4) Accounting
Duties and Authorities
• Performs actions related to the collection of annual membership and registration fees of the members, and ensures that these fees are collected within their corresponding year and takes necessary actions to avoid any expiration.
• Follows up receivables and claims of the Chamber and manages their collection.
• Collects a range of Chamber revenues to accrue according to the legislation and Assembly decisions, carries out and follows up any related execution proceedings.
• Ensures delivery of the Annual Membership Fee and Additional Fee Notices to the members, collection in return for the receipt, and identification of the addresses of the members who cannot be contacted.
• Makes collection and payment according to the receipts received.
• Counts the cash at close of business every day and makes out the cash report, presents it to the approval of the Secretariat General following the audit and signature of the Accounting Unit.
• Keeps a certain amount to be determined by the Board of Directors in the safe.
• Responsible for the drawing up of the members’ documents.
• Responsible for the collection of membership fees.
• Performs the other tasks to be assigned by the Secretariat General.
• Keeps accounting records according to the rules that will help identify, evaluate and specify the results of the Chamber’s assets, debits and credits in accordance with the Accounting Regulation prepared by the union.
• Prepares the Annual Budget, final account and the related reports as well as monthly balance sheets, prepares the transfer orders to be made between budget chapters and articles whose collection is completed or about to be completed.
• Draws up payment vouchers to ensure that the expenditures are made in accordance with the budget, legislation and the provisions of this Regulation as well as the decisions of the Assembly and the Board of Directors, makes payments according to these vouchers and keeps the necessary documents.
• Performs the procedures including acquisition of tickets related to the travels of those who will be attending the meetings on behalf of the Chamber, accrual and deduction of their allowance, and the insurance works.
• Takes every precaution for the conservation, repair and maintenance of the building, facilities and the inventory, keeps an inventory logbook, and takes necessary actions after approval of the Secretariat General for those that will be deleted from the logbook.
• Prepares payrolls, follows up the tax payments, retirement fund premiums, and unemployment insurance.
• Manages all tasks related to the incomes and expenses of the Chamber according to the Law and related By-Laws and Regulations.
• Helps colleagues when needed.
• Responsible for working on the basis of team spirit with colleagues.
• Responsible for the implementation of the legislation related to the respective department.
• Performs the other tasks to be assigned by the Secretariat General.

5) Press and Public Relations
Duties and Authorities
• Provides the coordination of the chamber with the press and ensures that all activities are announced to the press.
• Publishes Monthly or Two-Monthly Bulletin.
• Serves as a bridge between the Chamber and the members for introducing mission and vision and conveying the expectations to the Chamber.
• Takes charge in and organizes meetings such as seminars and conferences in various topics.
• Takes charge in the works related to the Occupational Committee Meetings.
• Prepares the journal to be issued by the Chamber and coordinates the suppliers.
• Follows daily newspapers and news sites and reports important national and regional news.
• Announces the press release, ensures that it appears in the press and makes the follow up.
• Creates the press archive.
• Organizes the advertisements to be given to the press.
• Keeps and notes down the list of attendees in all organizations.
• Ensures that the lists of attendees and trainer assessment forms in the trainings are filled in.
• Puts on the website the letters received by the Chamber and which are of interest to the members or which the members need to know about, and sends them to the members via e-mail or fax.
• Prepares the speeches/presentations to be made in meetings by the Chairman or his deputies.
• Gets access to and files all the texts of speeches made in meetings, and prepares a final report.
• Responsible for the activities to promote the Chamber.
• Follows up and announces exhibitions and fairs to the members.
• Helps colleagues when needed.
• Responsible for working on the basis of team spirit with colleagues.
• Presents report upon request of the Board of Directors.
• Performs other tasks assigned by the secretary general.
• Responsible for the implementation of the legislation related to the department.

6) Information Technologies (IT)
Duties and Authorities
• Has good knowledge of changes made in the general structure of the website and makes changes whenever necessary.
• Publishes current news and announcements on the website,
• Performs maintenance work related to the server of the website.
• Provides guidance in relation to the procurement of computers and office supply.
• Performs tasks assigned by the Secretariat General.
• Ensures regular and controlled administration of the Chamber website including active operation and updating.
• Backs up and archives documents of Bulancak Chamber of Commerce and Industry according to the TOBB’s Documentation Regulation.
• Ensures that the information, documentation and data in silico for all units are backed up.

7) Human Resources
Duties and Authorities
• Serves as a bridge between the Chamber and the members for introducing mission and vision and conveying the expectations to the Chamber.
• Takes charge in and organizes meetings such as seminars and conferences in various topics.
• Takes charge in the works related to the Occupational Committee Meetings.
• Keeps and notes down the list of attendees in all organizations.
• Ensures that the lists of attendees and trainer assessment forms in the trainings are filled in.
• Puts on the website the letters received by the Chamber and which are of interest to the members or which the members need to know about, and sends them to the members via e-mail or fax.
• Prepares the speeches/presentations to be made in meetings by the Chairman or his deputies.
• Gets access to and files all the texts of speeches made in meetings, and prepares a final report.
• Takes active role in determining member satisfaction.
• Keeps records of member satisfaction, and analyzes those provided/gets them analyzed.
• Responsible for the activities to promote the Chamber.
• Follows up and announces exhibitions and fairs to the members.
• Participates in the implementation of strategic planning activities of the Chamber.
• Works in coordination with the quality management representatives during the preparation works of all documents related to accreditation and quality management system.
• Helps colleagues when needed.
• Responsible for working on the basis of team spirit with colleagues.
• Presents report upon request of the Board of Directors.
• Performs other tasks assigned by the secretary general.
• Responsible for the implementation of the legislation related to the department.

8) Foreign Trade
Duties and Authorities
• Prepares information and documents related to exports and imports upon requests received by the Chamber.
• Issues movement certificates such as Euro1 and the Certificate of Origin to our industrialists engaged in exports and imports, and registers the certificate-holding companies in the relevant records.
• Follows up the legislation with regards to foreign trade, and informs the Chamber management of the legislative changes and the industrialist, exporting and importing businesses about any industrial information reaching the Chamber in this regard via phone, fax or e-mail.
• Prepares and files export statistics.

9) Auxiliary services
Duties and Authorities
• Primarily responsible for the cleaning operations of the Chamber.
• Offers tea, coffee etc. to the Chamber employees and guests.
• Responsible for the procurement and cleaning of the materials required to perform its tasks, and for keeping them hygienic.
• Closes the Chamber premises after everyone leaves in the evening.
• Performs necessary services during events such as meetings, trainings, etc.
• Ensures delivery of the necessary documents to the institutions/organizations when needed.
• Delivers documents when needed.
• Division of labor is made among the employees by the Secretary General and the Chamber Registrar.
• Responsible for working on the basis of team spirit with colleagues.
• Helps colleagues when needed.
